It's our biggest sadness in years: having to pay an extra fee of several dozen euros just to bring a small suitcase on board during our travels. But since this measure was introduced, it has sparked constant debate, and it could actually be revoked very soon. At the end of January 2026, the European Parliament voted on a bill that would better regulate the fees charged by airlines, especially low-cost ones. And logically, the issue of cabin luggage is a central element of this legislation.

Toward the possibility of bringing two pieces of luggage for free on flights?
Does the time when you paid for your flight ticket and only your flight ticket feel like a distant memory? We get it! However, things might be changing soon. The bill passed by the European Parliament proposes that passengers can bring two pieces of luggage on board: a small one like a handbag or backpack that can slide under the seat—already available for free—and a larger piece weighing up to 7 kg, to be placed in the overhead compartments. The main aim would be to ensure it’s free of charge while also harmonizing the rules among all low-cost airlines.

Unresolved Financial and Environmental Questions
But is it a realistic and achievable measure? That's where the uncertainty lies. On average, baggage fees can account for up to 20% of a low-cost airline's revenue. Making them free would therefore result in a significant loss of money. Another concern is the environmental impact.

If baggage becomes free, it's likely that passengers will bring more stuff that will need to be stored in the hold. This would increase the weight of the aircraft and, as a result, its fuel consumption. Considering the rising price of kerosene being forecasted, the economic and ecological stakes become crucial. For now, the text needs to be approved by the European Council. If it gets the green light, it will come into effect between 2027 and 2028.
