Paris has recently been ranked among the best cities in the world, and it seems like it’s continuing on this amazing journey to become one of the top cities in Europe. Just like every year, Resonance Consultancy — a firm specializing in tourism and real estate — has published its ranking of the major European cities. While Paris doesn’t take the top spot, the French capital is still on the podium for this 2025 edition.

Paris takes second place in the ranking

Once again, it’s London that claims the first place. This is a position the British capital has held for the third consecutive year.

To rank the various European cities, Resonance Consultancy and Ipsos focused on three major themes: quality of life (green spaces, health, air quality, and housing accessibility), attractiveness (culture, nightlife, gastronomy, tourist attractions, and social media engagement rates), and prosperity (economic strength, active population participation, education level, and startup ecosystem). Based on these criteria, Paris ranks second, quickly followed by Berlin

Statistics, user-generated data, new research, and a survey conducted by Ipsos with 7,500 citizens were necessary to select the top 10 European cities. "From advancements in sustainability to cultural reinvention, the cities at the top of our ranking are the ones that not only face upheavals but also embrace them as opportunities to build a more livable, desirable, and prosperous future", says Chris Fair, president and CEO of Resonance Consultancy.
