Talk about a project nobody saw coming… Monday, August 24, 2026, President Emmanuel Macron announced the creation of three amusement parks near Cergy-Pontoise, just outside Paris. The project was officially confirmed that very day with the signing of an agreement between France and Saudi Arabia. One of these parks will be themed around manga.

A budget of 6 billion euros for the creation of these three parks
Emmanuel Macron called it an extraordinary announcement , and rightfully so: while ‘22,000 jobs ' will be created, there's also a budget of ‘6 billion euros ' that will be spent. The goal: to make France ‘a new global destination '.
One of the parks is set to be themed around Dragon Ball and will be located on the former Mirapolis park site which closed its doors in 1991, just four years after its opening

A major project sparking debate
This ambitious project will be "unlike anything since Disneyland Paris", which currently stands as France's largest theme park. Discussions have been taking place since the
month of April between the Île-de-France region, the Élysée, the various municipalities involved and Qiddiya Investment Company, a subsidiary of the Saudi sovereign wealth fund Public Investment Fund.It is the result of "a discussion between the president and the crown prince in December 2024", who discovered "a shared passion for manga", explains an adviser to Emmanuel Macron to AFP.
The announcement did not win unanimous support: Maryeme Bouslam, municipal councillor in Courdimanche, regrets the "lack of prior consultation with residents, neighboring municipalities and their representatives".
