We’d like to announce right away: as of the Paris Council meeting, Emmanuel Grégoire is now officially elected as the mayor of Paris! However, he will not receive a traditional salary, but rather... some allowances.
And there's a good reason for that! The amount is set by law, applicable to all major French cities, and therefore cannot be arbitrarily increased. Just like his predecessor Anne Hidalgo, the new mayor of Paris will receive 9,720 euros gross per month, which amounts to around 6,984 euros net before taxes. This compensation level places the Parisian mayor above 97% of the French population, according to data from Insee shared by the Observatory of Inequalities.

Representation expenses that spark debate
But the heart of the controversy lies elsewhere... and rather on the side of representation expenses. In theory, the mayor of Paris has an annual budget of 19,720 euros to cover expenses related to their duties, which can include: official meals, receptions… as well as clothing or even hairdressing costs.

But in recent years, several expenses have raised eyebrows. There have been concerns about clothing purchases and dry cleaning bills, sparking the debate over the use of public funds. Between 2020 and 2024, Anne Hidalgo is said to have used about 85% of her total budget.

Less fortunate elected officials… but still concerned
When it comes to the districts, the amounts are smaller, though still significant. A mayor like Rachida Dati, re-elected in the 7th district, receives about 5,960 euros gross per month, along with 11,092 euros annually for representation expenses.
The Paris councilors earn a compensation of about 4,527 euros gross per month, specifically 4,526.71 euros (which is 3,382 euros net before tax). As for the delegate councilors, they earn a bit more, with 5,061.08 euros gross monthly. However, some expenses by district elected officials have also drawn criticism, reigniting the questions of transparency and regulation.

Towards a reform of expenses?
Aware of the issue, Emmanuel Grégoire has promised a reduction in operating costs, including those well-known envelopes. This is a shared stance among some ecological allies, who advocate for a strict reimbursement upon presentation of receipts.
The decisions should be known in the coming weeks, during an upcoming Paris Council. One certainty, however: upon taking office as mayor, Emmanuel Grégoire will have to give up combining this role with his position as a deputy, and thus part of his income.
