The rent control system is under scrutiny again. Established by the Lyon Metropolis and then validated by a prefectural decree in September 2023, it set reference rents for five areas of Lyon and Villeurbanne. However, right from the start, this mechanism faced pushback from some property owners and real estate stakeholders.

A legal challenge brought by real estate unions

On Tuesday, September 30, the administrative court of Lyon reviewed the appeal filed by Unpi 69, Unis, FNAIM, and SNPI. These organizations are calling for the outright annulment of the prefectural decree that regulates rents, arguing that it is not feasible under good conditions.

the integrated map in the decree. According to unions and the public rapporteur, it would be too vague to allow property owners and tenants to clearly identify the streets involved. A lack of precision that could weaken the entire system.

Could this lead to a potential cancellation of the text? While other arguments presented by real estate professionals were not considered, the public rapporteur has recommended the cancellation of the prefectural decree. The court has now placed the case under deliberation, leaving uncertainty hanging over the future of rent control in the Lyon metropolitan area.
