No need for the Eiffel Tower or the Champs-Élysées to attract the attention of investors. In Lyon, we focus on the tangible, the efficient, and clearly, it's paying off. According to the latest EY attractiveness barometer published in mid-May, the Lyon metropolis stands out – once again – as the second most attractive city in France for foreign investments. Yes, right behind untouchable Paris, but well ahead of Marseille and Toulouse.

Significant decline in foreign investments

Conducted in March 2025 with 200 international decision-makers, the study presents a clear finding: Lyon is staying on course despite a slight slowdown. With 48 foreign investment projects recorded in 2024 (resulting in 871 job creations), the metropolis showcases a robust performance.

a decrease of 14% compared to the previous year… but still holds its number one spot in the regions. A solid performance that confirms the good health of the area in an overall tense economic context.

The reasons for this attractiveness don't fall from the sky. An ultra-connected geographical position to the rest of Europe, a well-established industrial fabric, and especially a top-notch academic ecosystem make Lyon a land of promise for companies around the world. Great schools, universities, research hubs: the pool of talent is right there, ready to fuel innovation.

The cherry on top: 40% of surveyed investors believe that Lyon will remain the most attractive city in France for the next three years. So, between its economic dynamism and quality of life, the capital of the Gauls isn't done turning heads yet.
