In 2024, Lyon recorded 43,862 crimes and offenses, for 520,774 inhabitants. This translates to a rate of 84.225 offenses per 1,000 inhabitants, placing Lyon in 5th position among the 366 French cities with more than 22,500 inhabitants evaluated this year. That's a three-place jump from the last ranking, where the city was in 8th position.

This top 5 position can be explained by a consistent level of crime, particularly driven by non-violent thefts, property damage, and physical violence, even as other large cities see their numbers decline. For comparison, Lille, which was previously number one, has dropped to third place with a rate of 88.5 per thousand, while Grenoble, seeing a significant rise, has climbed to the second position (93.9 per thousand). At the top of the ranking is Bordeaux, which has moved up one place since last year.

A refined ranking, but it should be taken with a grain of salt

Established based on ten indicators — intentional injuries, sexual violence, burglaries, vehicle thefts, vandalism… — this ranking does not include data related to drug trafficking this year, as it is too dependent on isolated police operations. It also does not account for fraud or drug use.

The methodology, based on figures from the Ministry of the Interior (source State 4001), calculates a crime rate per 1,000 inhabitants, without adjustment for tourist flows or seasonal variations. This can penalize certain cities… while protecting others.

Contrasting local dynamics

Other notable changes mark the 2025 ranking: Paris, slipping three places, now ranks 6th, likely due to enhanced security measures linked to the Olympic Games. Nantes, long ranked...

éé among the five most at-risk cities, tumbles to 52nd place, showcasing a spectacular drop in recorded offenses. Among the newcomers, Annemasse makes a stunning debut in the top 10 (9th), while Échirolles sneaks into the top 20 for the first time.
