11,000 blacklisted vehicles in Bordeaux starting 2025
It's official, non-classified vehicles will no longer have access to the city center of Bordeaux beginning January 1, 2025. Their circulation will be completely prohibited in the area inside the ring road (excluding the ring road itself). This restriction affects cars (both gasoline and diesel) registered before January 1, 1997, motorcycles (non-classified) registered before June 1, 2000, utility vehicles (gasoline and diesel) registered before October 1, 1997, and trucks, buses, or coaches (gasoline and diesel) registered before October 1, 2001. This phase-out impacts 2.1% of the vehicle fleet in the Bordeaux metropolitan area, which totals 11,000 vehicles.
Park-and-ride facilities and ZFE Pass for exceptional trips
The Climate and Resilience Law requires metropolitan areas with more than 150,000 inhabitants to establish a Low Emission Mobility Zone (ZFE) by January 1, 2025, at the latest. With the exception of areas that regularly exceed regulatory air quality thresholds (like Paris and Lyon), metropolitan areas are expected to...free to decide on the terms of implementation. The Bordeaux metropolitan area is getting involved after conducting a consultation between April 2022 and April 2023, and it offers several alternatives and financial aids.
The idea is to encourage owners of non-classified vehicles to use one of the 11 Park-and-Ride (P+R) facilities within the ring road and continue their journeys using public transport. Additionally, a ZFE pass will allow owners of non-classified vehicles to drive 24 times a year in the ring road for a duration of 24 hours. To obtain it, an online application will need to be submitted.
Possible exemptions upon request
There are national exemptions available for certain categories of people or vehicles, such as caregivers, individuals with a long-term illness, technical and professional vehicles, and collector's cars. Bordeaux Métropole will also be able to issue temporary local exemptions for a maximum duration of 3 years (renewable upon request). These will allow free movement within the ZFE (7 days a week, 24 hours a day) during their validity.

Financial Assistance to Support the Transition
Bordeaux Metropolis also promises financial aid to support and accompany the change in mobility. Drivers who wish to part with their unclassified vehicle to purchase a new one can apply for assistance that is determined based on their Tax Reference Income per share (up to €6,000). Other combinable offers are available as part of the "mobility pack". Among them? 6 months of free service for anyone who subscribes to an annual TBM pass, preferential rates on partnered carpooling services, financial incentives for car-sharing with a maximum aid of €500 over a year, or encouragement for bike usage with a specific ZFE grant of €500 for the purchase of an electric-assist bike or a cargo bike.
These aids are aimed at everyone, regardless of income. Applications will be accepted starting from the second half of the month.
